Meet the Leadership Team
Our leadership team is dedicated to safety, innovation, and community partnerships, ensuring El Dorado Hills remains protected and prepared.
Chief Lilienthal brings over 28 years of fire service experience to the El Dorado Hills Fire Department. Beginning his career with the Stockton Fire Department, he has held numerous roles, including Firefighter/Paramedic, Captain, and Battalion Chief. Since joining El Dorado Hills in 2012, he has served in various leadership capacities, including Fire Marshal and multiple Deputy Chief roles.
Now leading as Fire Chief, his vision is clear: build strong community relationships, enhance wildfire risk reduction, and ensure the wellness and safety of every member of the department.
He believes that trust, collaboration, and strategic leadership are the keys to success.
Deputy Chief Dave Brady brings over 30 years of fire service experience, beginning as a volunteer firefighter in Sonoma County in 1992. He went on to complete the Fire Academy, gain field experience as an EMT, and became a licensed paramedic in 1999.
He joined the El Dorado Hills Fire Department in 2001 and has advanced through the ranks as a firefighter/paramedic, engineer, captain, and battalion chief. In his current role as Deputy Chief of Operations, he oversees fire service operations and supports the department’s training programs. Chief Brady is dedicated to maintaining high standards of service, mentoring future leaders, and ensuring the safety and readiness of the community.
Since beginning his fire service career in 1994, Chief Hall has accumulated 30 years of experience across municipal, county, state, and special district agencies. He has held a variety of ranks, including firefighter, engineer, captain, battalion chief, and deputy chief.
Chief Hall joined the El Dorado Hills Fire Department in 2019 and has served in several Deputy Chief capacities. He currently oversees the Community Risk & Community Relations Division, where he focuses on enhancing public safety, supporting local businesses, and reducing wildfire and structural risks. His approach emphasizes code compliance, education, and building strong partnerships with the community to foster a culture of prevention and resilience.
With over 22 years of human resources experience, Cora Hall leads the Human Resources Division at El Dorado Hills Fire Department. Her career began in the private sector with Raley’s, where she held a variety of supervisory and management roles. In 2012, she transitioned into public service with the Sacramento Metropolitan Fire District and later served as Human Resources Director for the City of Galt before joining El Dorado Hills Fire in 2019.
Cora’s approach to HR emphasizes support for department personnel, risk and liability reduction, and fostering a positive and inclusive workplace. She is committed to being a strategic partner to leadership and a trusted resource for employees, ensuring the department continues to thrive through strong people-focused practices.
Jessica Braddock has served as the Director of Finance for the El Dorado Hills Fire Department since 2015, where she oversees payroll, budgeting, financial reporting, and long-range financial planning. With over 20 years of experience in accounting and finance, including a background in public accounting and a CPA license, she brings a strong foundation of expertise to her role.
Since joining the department, Jessica has led several process improvement initiatives—implementing automation, strengthening internal controls, and enhancing transparency. Her efforts have significantly improved operational efficiency and earned the department its first Certificate of Achievement for Excellence in Financial Reporting. Jessica remains committed to responsible fiscal stewardship and supporting the department’s long-term financial health.
